Open access policies, regulated charges and non-price discrimination in telecommunications
نویسنده
چکیده
Open access policies in telecommunications, including interconnection and unbundling, are implemented by regulators in an effort to increase competition in the sector. Lack of cooperation from incumbents is pervasive, given their incentives to engage in non-price discrimination and the moral hazard resulting from the inability of regulators to monitor the contract. We build a relationship between the access price and non-price discrimination, neither assuming a pre-determined market strategic interdependence or a specific demand function format. When the access charge is liberalized, the incentive for non-price discrimination disappears. It may be optimal for the regulator to set a second-best regulated access price to avoid non-price discrimination. 2009 Elsevier B.V. All rights reserved.

Incentives for non-price discrimination
A regulated upstream monopolist supplies an essential input to firms in a downstream market. Non-price discrimination or sabotage becomes a concern when the upstream monopolist vertically integrates downstream. This article develops a simulation algorithm to determine the likelihood that discrimination will arise in equilibrium using data from the US long-distance market. Based on 1000 random d...
متن کاملRegulation with non-price discrimination
This paper considers the optimal regulation of access charges, and the effect such regulation has on incentives for non-price discrimination. I show that when a vertically integrated firm is able to discriminate against rivals by means of non-price measures, optimal access charges must be set higher than in the case when no discrimination is possible since the level of the access charge affects...
متن کاملAccess and Mobility Policy Control at the Network Edge
The fifth generation (5G) system architecture is defined as service-based and the core network functions are described as sets of services accessible through application programming interfaces (API). One of the components of 5G is Multi-access Edge Computing (MEC) which provides the open access to radio network functions through API. Using the mobile edge API third party analytics applications ...
متن کاملNon-cost-raising Discrimination: a Rationale for Functional Separation in Broadband Open Access
I present a vertical differentiation model to assess the quality-wise strategy of an incumbent telecommunications operator under open access regimes. I show that it is always profitable for an incumbent subject to wholesale regulation to degrade wholesale quality in a non-recoverable fashion. The findings are robust to the number of competitors and the price cap level, unlike those predicted by...
